  7. Wrong. SSL handshake doesn't work but TCP does because your DNS is poisoned to a non-HTTPS filter notice.

  8. So, can confirm blocked Google's Public DNS on several ISPs for three hours this morning, but changed strategies and removed ban.

  9. I do not believe that Google Public DNS is blocked, they seem to have changed strategies to IP blocking.

  10. So, the prefixes associated with Twitter are reachable, just the specific IPs in their A records are blocked.
