- Update to 3.7.1

Fix read-from-NULL-pointer crashes when command line option arguments
are missing from long options --syslog-tag, --timestamp-date, or
--db-cachesize (the short option equivalents were unaffected); or when
BOGODIR/BOGOFILTER_HOME/HOME environment variables are all three
missing when running bogotune. (This is all under the invoking user's
control and not believed to be security relevant.)

Kivy is a NUI (natural user interface) toolkit that can be used on
Android, iOS, Windows, Linux, Mac and *BSD.

Make vim-lite sane again by default
Always include bsd.port.options.mk which is necessary for properly handling of
DOCS/NLS _even_ without options
Remove specific default for PACKAGE_BUILDING settings which are not needed
Keep maintianer preference for not having options at all by default.
