This 1995 paper by the Assistant for Strategic Assessment Office of the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict (Policy Planning) reviews the actual and potential impact of the Internet on domestic and foreign politics and international conflict, from the point of view of a U.S. Department of Defense analyst.
