CARP strangles internet radio in US

Internet radio could be effectively killed on May 21st. Why?
The Librarian of Congress is set to accept the recommendations of its recent Copyright Arbitration Royalty Panel ("CARP") including rediculous Internet radio royalty rates and impossibly-complex recordkeeping requirements.
Congress passed a law in October 1998, called the Digital Millenium Copyright Act (DMCA), and established that webcasting stations must pay royalties to record labels for the music they play. The CARP's recommended royalty rates are currently more than 200% of most Webcasters' gross revenues (assuming they dont loose money already)!
This recomendation includes the payment of retroactively-owed fees that would bankrupt all but the three or four largest Internet-only webcasters, as well as triggering the shutdown of most FM and AM Web simulcasts.
Internet radio has grown exponentially in the past few years, allowing coordiated broadcasts to propogate the airwaves with voices that are working to change the world. But as much as news and information, culture has found a niche in this new format for expression. Just like the explosion of the am band prior to the creation of the FRC (now the FCC), internet radio offers a medium for communication and dissemination of information that is still largely un-regulated. But the sick logic of capitalism and the drive for monopoly controll in the market have their eyes on this new technology. History has tought us that the filters of Commercialism, and the integration of multiple industrial players in the growing media oligarchy, has left the truth burried in 30 second soundbites of complacency and consumption. It has left the airwaves dominated by the commercial and political interests of AOL Time Warner, the Walt Disney Co., Bartelsmann AG, News Corporation, Viacom, ViVendi Universal....and of course our hands down favorite: Clear Channel. Capitalism and state power have crippled our ability to communicate with each other, on both the local and international level.
